Board of Trade, June 8, 1911. I AM directed by the Board of Trade to acknowledge the receipt of your letter of the 18th May, forwarding copy of a despatch addressed by Sir E. Grey to His Majesty's Ambassador at Washington relative to the date of meeting of the proposed opium conference at The Hague.
As it appears from previous communications received from your department on the subject that the Governments of Germany, Japan, and Portugal are not yet agreed as to the necessity of taking measures to restrict the exportation of morphine and cocaine to the Far East, and that in these circumstances the Netherlands Government have decided to postpone the conference indefinitely, the Board are disposed to doubt whether there would be any advantage in securing a meeting of the conference this year with a view to its adjournment to a later date, when the views of the other Governments on the question of morphine and cocaine had been ascertained.
